German shipbuilder TKMS and Italy's Fincantieri have signed a comprehensive Memorandum of Understanding. The agreement aims to deepen their partnership in the submarine and underwater domain, with the intent to establish a formal Collaboration Framework by the end of the year.

This step is contingent on completing all applicable regulatory processes. The move is designed to strengthen the European naval defense industrial base through closer cooperation between the two leading companies.

Strengthening European Industrial Cooperation

The partnership seeks to leverage complementary technological strengths. It aims to address the current fragmentation of the European naval industry, particularly concerning submarines. The goal is to promote a more integrated, competitive, and efficient approach to future programs.

This cooperation will support the realization of new projects and create cost synergies for both firms. According to a TKMS press release, the collaboration will be developed in full compliance with applicable competition and export-control laws.

Leadership Perspectives on the Agreement

TKMS CEO Oliver Burkhard framed the partnership as a demonstration of European industrial collaboration. "This Memorandum of Understanding once again highlights our commitment to expanding international cooperation amongst the European maritime industry," Burkhard stated. He added that combining expertise can drive innovation and strengthen Europe's strategic autonomy.

Pierroberto Folgiero, CEO of Fincantieri, echoed this sentiment. He described de-fragmentation as a pragmatic path toward a more competitive industrial base. "This agreement is designed to leverage complementary strengths and expertise to better serve our customers," Folgiero said.

Scope and Foundations of the Partnership

The MoU provides a framework for enhanced technological cooperation and exploring joint commercial opportunities. It focuses on developing an advanced underwater industrial ecosystem. The companies are committed to unlocking synergies and jointly exploring international procurement opportunities that benefit from collaboration.

Importantly, the envisaged partnership is designed only to explore future opportunities. It does not include any merger or acquisition. Both companies will continue to operate independently, with all existing contracts and programs remaining unaffected.

The agreement builds on decades of prior collaboration. The two firms have a long-standing industrial partnership forged through work on the 212A and 212NFS submarine classes.

Future Framework and Customer Focus

The intended Collaboration Framework, targeted for year-end, will formalize this strengthened alliance. Any specific joint activities undertaken will be designed to reflect specific customer needs. Also, such activities will be subject to obtaining necessary customer approvals.

The partnership places a strong emphasis on technology, innovation, and long-term capability development. The ultimate aim is to contribute to a more resilient and strategically autonomous European naval industrial base. The companies believe collaboration is key to more effectively addressing future international procurement opportunities.
