UK shares SCALP missile secrets with Ukraine

The United Kingdom has provided Ukraine with the classified blueprints for British-made components of the SCALP cruise missile. This transfer, announced by new UK Prime Minister Andy Burnham during his first visit to Kyiv on Monday, grants Ukraine the intellectual property and permissions required to build the weapon domestically.

France had already issued a production license for the Franco-British missile to Ukraine in July. The weapon is known as Storm Shadow in its UK variant. The UK decision is intended to unblock stalled Franco-Ukrainian plans for a joint SCALP production line inside Ukraine, which had lacked authorization for British parts.

Production hurdles remain

Despite the strategic significance, Ukraine cannot quickly produce large numbers of Storm Shadow missiles. The country lacks specialized, high-precision manufacturing equipment at the necessary scale. This industrial challenge is compounded by the ongoing war.

The UK Prime Minister's office stated the move will "allow the French and Ukrainians to move forward with the Ukrainian assembly of the missile." It aligns with Project Brakestop, a UK initiative to rapidly develop effective and cheap long-range weapons for Ukraine.

Escalating strike capabilities

The development marks another step in the expansion of Ukraine's long-range strike arsenal. The UK was the first country to publicly supply such missiles to Ukraine, delivering Storm Shadows in May 2023 with initial restrictions against use on Russian territory. France followed with SCALP missiles shortly after.

A series of policy shifts gradually loosened these constraints. In summer 2024, the US authorized cross-border use of HIMARS systems to defend Kharkiv. Case-specific use of SCALP and Storm Shadow against Russia followed later that year. Finally, in May 2025, Germany, the UK, France, and the US collectively lifted range restrictions, permitting strikes deep inside Russia with Western-supplied weapons.

Russian reaction and domestic efforts

Moscow reacted harshly to the UK's blueprint transfer. Former Russian Deputy Foreign Minister and current Kremlin advisor Andrei Fedorov told the BBC that UK factories supporting Ukraine could face a "semi-military" response from "unknown sources." Long-range Ukrainian strikes, particularly on oil refineries ahead of Russian September elections, have made the war tangible to the Russian public. Hybrid warfare incidents across Europe with Russian signatures have increased.

In parallel, Ukraine has pursued its own deep-strike programs. The private, state-supported Fire Point enterprise developed the FP-5 "Flamingo" cruise missile. Ukraine has also recently field-tested various homegrown ballistic missiles, including one the Russian military shot down just 40 kilometers from Moscow.

The UK and Ukraine are bound by a 100-year bilateral partnership agreement signed in 2025.
